Talent.<\/strong> Nanjing has 53 universities and more than 800,000 students enrolled at any one time. Nanjing University, Southeast University, and Nanjing University of Aeronautics and Astronautics are top-tier. Companies registered inside the Pilot FTZ Nanjing Area get expedited customs handling, simplified currency conversion, and integrated-circuit-specific bonded treatment.<\/p>\n

Cost.<\/strong> Grade-A office space in Jiangbei or Hexi (the new CBD) runs USD 1,200 to 3,000 per month for a 200 m\u00b2 unit, against USD 3,000 to 8,000 in Shanghai. Engineer salaries are 20 to 30% below Shanghai for comparable roles. Industrial land in Jiangbei is materially cheaper than anything in Shanghai or Suzhou.<\/p>\n

Jiangbei New Area<\/h3>\n

Jiangbei is the default new district for foreign-invested manufacturing, integrated circuits, and biopharma in Nanjing. The Nanjing Area covers 39.55 km\u00b2 inside Jiangbei. Nanjing Software Valley<\/h3>\n

Nanjing Software Valley (also called China (Nanjing) Software Valley) is a 73 km\u00b2 zone in the Yuhuatai district focused on software, AI, and cloud services. Other Nanjing districts<\/h3>\n

Jiangning Economic and Technological Development Zone (manufacturing, automotive components), Hexi New Town (the new CBD, financial services), and the original Xuanwu and Gulou districts (services) host their own SAMR sub-bureaus. For service WFOEs that do not need Jiangbei’s manufacturing infrastructure, Hexi is often the simpler base.<\/p>\n

Nanjing applies the standard nine-step national process. Realistic 2026 sequence for a service WFOE in Jiangbei.<\/p>\n

1. Reserve the company name.<\/strong> Submit three Chinese-character options. Nanjing’s online name pre-approval clears most applications in 1 to 3 working days.<\/p>\n

2. Notarise and Apostille shareholder documents.<\/strong> Single Apostille certificate for HCCH-member-country shareholders since 7 November 2023.[3]<\/a><\/sup><\/p>\n

3. Lock in a compliant office address.<\/strong> Jiangbei, the Pilot FTZ Nanjing Area, and Nanjing Software Valley have approved address-hosting options. The 25-digit property real estate code requirement still applies.<\/p>\n

5. Receive the Business Licence and carve five chops.<\/strong> Five seals at a SAMR-licensed engraver.<\/p>\n

6. Tax-bureau registration within 30 days.<\/strong> Nanjing tax authority assigns the tax officer and processes general taxpayer status. The Pilot FTZ Nanjing Area sub-bureau processes faster than non-FTZ districts.<\/p>\n

7. Open RMB and foreign-currency capital accounts.<\/strong> Bank of China, ICBC, China Merchants Bank, HSBC China, and Standard Chartered China have foreign-investment desks at Jiangbei and Hexi. Account opening takes 2 to 4 weeks.<\/p>\n

8. SAFE registration for cross-border capital.<\/strong> Nanjing SAFE handles the foreign-exchange registration before any registered capital can be wired in.<\/p>\n

9. Inject registered capital within five years.<\/strong> Article 47 of the 2024 Company Law makes the declared figure binding within five years.[4]<\/a><\/sup> Service WFOEs declare USD 50,000 to 250,000. Integrated-circuit and biopharma WFOEs USD 500,000 and up.<\/p>\n
